Recognition feels easier
Rereading is comfortable because the answer is visible. It can feel like learning even when recall is weak.
Active recall asks a harder question: can you bring the idea back without the page doing the work for you?
Use both carefully
Rereading helps when the material was confusing. Recall helps when you need to keep the idea available.
A good workflow is simple: read, write the important note, prepare recall cards, then review when due.
